A fund-raiser will be held April 28 to support the operation of two compassionate care facilities at Wright-Patterson Air Force Base, where military families can stay while a loved one is undergoing treatment at the medical center.

The event — which carries the theme "A Rockin' American Bandstand" — starts at 6 p.m. at the National Museum of the U.S. Air Force and will feature 1950s, 60's and 70's dance tunes spun by a disc jockey.

Company Says Spectrum Auctions Don't Work, So Just Give It Some ...

Different countries' telecom regulators take different approaches to handing out wireless spectrum. Some use so-called beauty contests, where interested companies file proposals for the airwaves in question, and the regulator judges them on some set of criteria and gives out licenses. In the US and many other places, regulators use auctions, selling off licenses to the highest bidder. The FCC's auction system can get quite complex, with all sorts of different licenses for different areas and different amounts of spectrum, and discounts for smaller companies and bidders. While we wait for a complete overhaul of the spectrum allocation process, in many cases, auctions are a "least worst" solution. The FCC plans to auction off some 700 MHz spectrum this summer, and its properties make it very desirable for wireless broadband providers.

Looking Ahead to the Auctions

In the absence of major works of art coming on the market through restitution, the forthcoming evening sales in New York at Christie's and Sotheby's in May promise to be less dominated by individual star works and more reflective of general trends in the market than last fall's auctions. The one exception will be Rothko's " White Center (Yellow, Pink and Lavender on Rose)," which David Rockefeller has consigned to Sotheby's in exchange for a guarantee that is rumored to be $46 million, which is more than twice the artist's previous auction record.

"When you put an estimate on something that is truly a masterpiece, you have to think somewhat out of the box," a senior specialist in contemporary art at Sotheby's, Anthony Grant, said. "You cannot just extrapolate from previous prices that have been established."

But the co-head of postwar and contemporary art at Sotheby's rival, Christie's, Amy Cappellazzo, said that although Rockefeller is "one of those magical names in terms of provenance," she had no regrets about passing on a deal with those terms.

Pre-wireless spectrum auction manoeuvring

OTTAWA — As reporters arrived at the Château Laurier hotel ballroom last week where Quebecor Inc. chief executive Pierre Karl Péladeau was set to deliver a speech on the wireless industry — and announce possible plans for his media company to jump into the fast-growing market — officials from the Canadian Wireless Telecommunications Association were waiting.

They handed out a 16-page critique of a recent report published by telecom consultancy SeaBoard Group that said Canada's wireless adoption, at 58%, was a “national disgrace" compared with other industrialized nations, and that Canadians pay roughly 56% more for their cellphone service than Americans do.

SeaBoard said increased competition would likely drive down cellphone bills and boost cellphone penetration, and as a result recommended that Ottawa reserve spectrum space for a new wireless competitor.
