Senator urges deeper review of CSAR bids

Sen. Chuck Schumer, D-N.Y., said he fears the Air Force is merely going through the motions in its required review of the combat search-and-rescue helicopter award and is pressing the military branch to "open up the books" on the flawed bidding process.

Schumer's bid comes after Sen. John McCain, R-Ariz., the ranking member of the Senate Armed Services Committee, joined the ranks of public officials questioning the Air Force's earnestness of the required Air Force review.

"I strongly believe that the Air Force should use this opportunity to determine if the industry can offer improved proposals within the same time frame that will provide additional value for the taxpayer," Schumer said in the statement released Monday. "I again urge the Air Force to issue an amended request for proposal, re-open discussions with the bidders, request revised proposals, and hold a fair and open-re-evaluation."

The Air Force in November awarded the contract to The Boeing Co.


Railways to invite fresh bids for modernisation of stations

New Delhi, April 13. (PTI): The Indian Railways has invited fresh bids from technical consultants for modernisation of 16 of its stations, including the one at New Delhi. All these stations are proposed to be made world class stations with all the standard facilities. The Railways has cancelled its first station modernisation bidding process wherein it had qualified about seven companies based on technical evaluation, Railway Ministry sources said. Earlier, the Railways had invited expressions of interests from consultants to advise it on the detailed design parameters and technical and legal aspects of the process to be adopted for modernising the New Delhi Railway Station. Railways has already technically qualified seven firms for providing advisory services that include the Italy-based Grandi Stazioni SpA vIA, Chinese firm East China Architecture and Design Institute and the UK headquartered Mott Mac Donald.


Iraq ditches wireless auction plans

Iraq plans to license the three national mobile phone carriers, MTC Atheer, Orascom and Asia-Cell in June under an arrangement calling for revenue-sharing and an upfront cash payment of at least USD250 million each, according to government and industry sources. The decision comes after Iraqi Prime Minister Nouri al-Maliki, reacting to complaints over licensing uncertainty from the three cellcos, created a committee to address the matter. The panel included the Iraqi ministers of communications, finance, technology and national security, the head of the National Communications and Media Commission (NCMC), Siyamend Zaid Othman and wireless executives, and met three weeks ago. The outcome was an agreement in principle that the three national mobile operators would each receive a 15-year licence, with automatic renewals every five years thereafter.
